Research Projects: Development and Validation of a Performance Measure Set/Quality Indicators for the Evaluation of Medicaid Services Rendered to People with Mental Retardation or Developmental Disabilities (ICF/MR)

Purpose of Project:

The purpose of this project is to develop a set of quality indicators that can be used for both quality assurance and quality improvement activities related to Medicaid services for people with developmental disabilities. Such services include both institutional settings (ICFs/MR) and group homes operated under Medicaid waivers. In a related, but independent task, data has been used from CMS's On-line Survey, Certification and Reporting (OSCAR) system to construct profiles of ICFs/MR on both a national and state-specific basis. These profiles describe the organizational structures and staffing, the types of clients served, and quality as indicated by regulatory compliance.
